What is Federal Excess Property?
The property is acquired through USDA or the General Services Administration (GSA) and is authorized by Federal Legislation. Federal Excess Property (FEP) is owned by and title remains vested with the federal government, specifically the USDA.  The equipment and supplies are on loan to the college from the USDA.  We are required by the USDA to account for and maintain complete records on all property from the time of initial order to final turn in to USDA when items are no longer needed by our college.

How did WSU get involved in this program?
In 1983 the college began participation in the United States Department of Agriculture (USDA), Federal Excess Property Program under the authority of the Agriculture and Food Act of 1981 (P.L. 97-98). A request to participate was submitted by former Dean Bustad to the USDA and an accountable property officer, Mike Malcolm, was appointed.

How does WSU order and acquire property?
Within the College of Veterinary Medicine, certain faculty and staff are authorized to request or order federal excess property by a department or division.  They fill out a WSU Property Request form, specifically 20.78.8. The form is then approved by that departments chair or director and when it is completed it gets forwarded to the Federal Excess Property Office (FEPO), 7010. If the item is available and ordered, an SF-122 will be prepared and signed by the college accountable property officer and forwarded to the USDA property officer for approval and processing. The General Services Administration (GSA) also has to approve the form before the property can be obtained by a representative of the FEPO. When the federal excess property is received, it will be inventoried, tagged, and documented by the FEPO. The FEPO sends the department an IRI assessing the freight costs, acquisition costs, and a 7.5% administrative service fee. The end user is responsible and accountable for proper use and disposition of the property consistent with USDA and WSU policies and procedures.
