Residency Information with Regards to Application Status

How to establish residency for tuition-paying purposes

The state of Washington allows professional WSU veterinary students who are accepted into the WSU CVM Pullman site as nonresidents (out-of-area) to switch residency (to become WA residents) after one year of residing in the state while meeting certain criteria (see below). The residency switch does NOT apply to ID, UT, and OOA (Logan site) resident students selected into our regional program through the cooperative ID and UT admissions program. The residency switch also does NOT apply to WICHE supported students (students who have been selected to receive financial support from their residency state). If you are a WSU CVM Pullman out-of-area admitted veterinary student and wish to apply for in-state residency status, you'll need to complete a form and provide some verification. All residency matters are handled by the WSU Registrar's Office; see the following residency page for more information on the state's criteria and for the forms you need.

If you have questions, please contact the WSU CVM Barbara Hodson at 509-335-1532  as well as the WSU Registrar's Office at 509-335-5346.

Washington-Idaho-Utah Regional Program in Veterinary Medicine (a partnership between Washington State University College of Veterinary Medicine, University of Idaho Department of Animal and Veterinary Sciences, and Utah State University School of Veterinary Medicine)

With the advent of the new educational partnership program with Utah State University (Washington-Idaho-Utah Regional Program in Veterinary Medicine), the supplemental application has been updated to reflect new opportunities for some of our applicants. However, these new opportunities are dependent on the applicant's state of residency.  In addition, for the purposes of assessing tuition, the definition of residency varies with individual states. It is highly recommended that applicants contact the appropriate state authority for information regarding residency requirements as early in the application process as possible.

Residency issues are handled by the WSU Office of the Registrar and not by the College of Veterinary Medicine. All applicants applying to the Washington State University College of Veterinary Medicine MUST fill out both a VMCAS and WSU CVM Supplemental Application. You must declare your state of residency on both the VMCAS and WSU Supplemental Application. By identifying yourself as either a Washington resident, Idaho resident, Utah resident, a resident of a WICHE state (Arizona, Hawaii, Montana, Nevada, New Mexico, North Dakota, Wyoming), or as an Out-of-Area resident,  your application will be funneled through the appropriate application pool. Read the sections below that describe the application process as it pertains to your state of residency.

WASHINGTON residents

Washington applicants can learn about residency requirements by consulting this Web site. All Washington residents MUST fill out both a VMCAS and WSU Supplemental Application.  Washington residents can only apply to the WSU-CVM (Pullman site) for the entire four years - up to 60 seats in the incoming class are reserved for WA residents. WA residents CANNOT apply through the Out-of-Area non-resident pool.

Projected tuition for the 2012-2013 school year can be found here.

IDAHO residents

All ID residents MUST fill out both a VMCAS and WSU Supplemental Application.  Idaho residents can only apply to the WSU-CVM (Pullman site) - 11 seats in the incoming class are reserved for ID residents. ID residents CANNOT apply through the Out-of-Area non-resident pool.

Idaho applicants should review the Idaho Residency Law information and complete the WSU Veterinary Medicine residency worksheet once instructed to do so as part of their application process.

Residency questions should be directed to Chris Menter at cmenter@uidaho.edu or (208) 885-6731.

Projected tuition for the 2012-2013 school year can be found here.

UTAH residents

WSU CVM's partnership with Utah State University now allows up to 20 UT residents be admitted through the regional program.  The state of Utah is no longer participating in the WICHE program.  UT residents who are selected to participate in this regional program spend their first two years in Logan, UT (USU) and the remaining two years in Pullman, WA (WSU CVM).

All UT residents MUST fill out both a VMCAS and WSU Supplemental Application.  UT residents CANNOT apply through the Out-of-Area non-resident pool.

Residency requirements are described at the following site: http://www.usu.edu/graduateschool/costs/residency_requirements.cfm. Students will not be able to change their residency once they are accepted into the program. Projected tuition for the 2012-2013 school year can be found at http://vetmed.usu.edu/htm/admissions/tuition-fees.

To verify UT residency, each applicant must submit this form along with a copy of their driver’s license, voter registration, and vehicle registration as proof of Utah domicile.

WICHE residents (Arizona, Hawaii, Montana, Nevada, New Mexico, North Dakota, Wyoming)

The WSU College of Veterinary Medicine is a participant and receiving school in the Western Interstate Commission on Higher Education (WICHE) exchange program. The WICHE exchange program helps students in the above listed western states enroll in select, out-of-state professional programs not offered in their home states, as well as providing financial support for that professional program.

All residents from the WICHE states MUST fill out both a VMCAS and WSU Supplemental Application.  Applicants from WICHE states should contact the WICHE office in their home state to determine what certification requirements apply to them (see Application Procedures).  Under the terms of the WICHE Compact, a certified student admitted from a WICHE state is sponsored by his/her home state and pays resident tuition and fees only. Students must apply to their home states for certification no later than October 15. Additional information may be obtained from:

WICHE resident certified applicants who are ultimately selected to receive WICHE sponsored support from their state can only attend the four year program at the Pullman site (WSU CVM).

Those applicants from the WICHE states who are not selected to receive WICHE sponsored support (as well as those applicants that do not receive certification through their state) will be asked on the WSU Supplemental Application whether they would like to be considered in the Out-of-Area applicant pool.  There are up to 35 seats available for successful applicants in the Out-of-Area applicant pool - of which, 15-25 students will be situated at the Pullman site (WSU CVM for all four years) and up to 10 students will begin their first two years at the Logan site (with the subsequent two years spent at the Pullman site). On the WSU Supplemental Application, you will also be asked to list your preference (not guaranteed) - Pullman site for four years or Logan site for the first two years.

Residency requirements are described at the following site: http://www.usu.edu/graduateschool/costs/residency requirements.cfm. Students will not be able to change their residency once they are accepted into the program. Projected UT tuition for the 2012-2013 school year can be found at http://vetmed.usu.edu/htm/admissions/tuition-fees. Projected WSU tuition for the 2012-2013 school year can be found here.

Out-of-Area residents

Applicants who are not residents of the states of Washington, Utah or Idaho, as well as applicants from WICHE states who either were not certified or selected to receive financial support from their state,  will be considered in the Out-of-Area applicant pool.  All applicants who fall in this category MUST fill out both a VMCAS and WSU Supplemental Application. Out-of-Area residents accepted at the Logan site will not be able to change their residency after they are accepted to the program.

International

Applications from international students are accepted and encouraged and are also considered in the Out-of-Area pool (see information above). All international applicants must submit transcripts to a transcript evaluation service. International students must pay out of state tuition for all four years (see Tuition, Fees, and Other Expenses) and must demonstrate the ability to pay tuition and fees before being admitted to the university.  International students must also demonstrate English proficiency - a TOEFL score >650 is required.
